The Committee on Political Subdivisions moves to amend the bill on page one, by striking out the title and substituting therefor a new title, to read as follows:
House Bill 4060 -- " A BILL to amend and reenact º8-1-5a of the Code of West Virginia, 1931, as amended, relating the municipal home rule pilot program; extending the deadline for submission of plans; and extending the deadline for the committee to approve the plans. "
